Senate Bill 11-186 was scheduled to be heard today in the Senate Appropriations Committee when Senator Morse, the bill’s sponsor, didn’t show. The bill was ordered held over by Senator Steadman and is expected to be heard next week.
It’s very likely Senator Morse has seen the writing on the wall and believes his bill is fated to fail. SB 11-186, should it pass, would run bail agents out of business once the courts began releasing criminal defendants from jail on unsecured bail. Such a move would not only place Colorado bail bond agents on the unemployment scrolls, it would cost the state millions of dollars in lost revenue generated annually from the payment of premium taxes, licensing fees, court costs and bond forfeitures.
The negative fiscal impact SB 11-186 would create for the state is what has given pause to those legislators considering this measure. Like every other state in the country Colorado is looking for ways to increase revenues, not do away with a steady flow of income as is provided by the commercial bail bonds industry.
Of course, there is also the issue of bail bond agents providing a critical role in the criminal justice system by getting defendants to court and recovering those who fail to appear at no expense to taxpayers, but these days it’s all about the Benjamins.

This is not a very smart moveby the state as has been stated. The revenew into the state is enormous. This includes Cities, Counties, as well as State. The loss of Jobs will be quite large. We save the states many MILLIONS of dollars by cutting down housing, feeding as well as medicial needs. This does not include the use of City, County, and State officers attempting to locate defendants for failing to appear in Court. We as bondsman provide a great service to the comunities where we live and well as belong to service clubs that support the many fund raising projects that supports the comunity without raising TAX's to suport the personal that would be needed to attempt to re-locate the defendents that leave the Jurisdiction of the court system. This is not a well thought of plan and should be tabled and much thought plan to assist bondsman ability to preform their job much better. Such as State supported school with the assistance of law enforcement and the use of Colleges that have Law Enforcement programs that could benefit this profession.

what in the world is wrong with our Leaders of this nation.... I strongly agreed with mike and Crowder. the Bail comercial bussines do provide a great services to the comunity at no cost to tax payers. the Problem is that they dont care thats what I call greed not justice. safety of the comunity is our first priolity I think that all The Bail Agents of this nation should ones and for all most come together and aducate our comunity tax Payers. I am not a Bonds Man but I should wont like to Pay for Criminals to be on the street. Bail Bonds man are honest hard working People and is not easy to make it in this Bussiness. Recovery Agents work hard and agresive in the look for wanted fugitives at no cost to tax Payers and keeping the community safe. unlike a Police Officers the Bail recovery Agent aka Bounty Hunter. work to alibiate the Pain of the Lost of the Bond Money that is at risk from the Bail Bond Company. Recovery Agents work Long ours sometimes week Before caturing there Bail skip but they all ways do even if they go to another country. the Police cant live there state or follow up on a case day by day. I recently paid alot of money to get myself and my son certified to be bounty hunters in the stae of Colorado.There are hundreds of people who will loose jobs and the only way that theyve made there living for there families.The people trying to pass this bill should think about the lives of theses families when decideing on this bill and then ask themselves this If the shoe was on the other foot and your job was in jeopardy would you want a bill passed to put you out of bussiness?The United States has a high enough unemployment rate without putting more people out of jobs for this bill,and more fugitives will pay to bound out through this program and then just disappear and then what the time of more sheriff and deputies are wasted looking for people who will probably never be found because there were no bounty hunters to look for them and bring them in

SB-11-186 IS A POLITICAL BLUNDER. I HAVE FOLLOWED IT SINCE ITS ORIGIN. THE BEST I CAN SAY ABOUT IT IS THE SENATE IS HELL BENT ON DESTROYING COMERCIAL BAIL AT THE EXPENCE OF THE PEOPLE OF THE STATE.PRE TRIAL RELEASE IS A WELFARE SYSTEM FOR LAW BREAKERS.THE ONES THAT DESERVE IT GET PERSONAL RECOGNANCE BONDS THRU THE COURT.THIS BILL WILL GIVE ALMOST ALL OFFENDERS A FREE WALK.READ THE BILL.
BUT MOST IMPORTANT THEY ARE TRYING TO DO AWAY WITH A SYSTEM THAT HAS BEEN IN EFFECT FOR OVER 100 YEARS AND COSTS THE TAX PAYERS NOTHING.ITS CALLED FREE ENTERPISE!!!!!! I HAVE A BONDSMAN FOR 12 YEARS AND ENJOY HELPING POEPLE.I HAVE PAID THE STATE OVER $26,000 DOLLARS IN THE LAST TWO YEARS IN BOND FORFITURES
AND HAD MANY BAIL JUMPERS PUT BACK IN JAIL.JUST WHO DO YOU THINK WILL DO THIS.THE LAW ENFORSMENT OFFICERS ARE OVER WORKED AND UNDER STAFFED IN MOST COUNTIES.THE EXTRA LOAD WILL BREAK THEIR BACKS.LOOKING FOR THE FUGITIVES. THIS WILL ADD TO COSTS OF LAW ENFORSMENT FOR THE CITIZENS OF COLORADO.AND MOST FUGITIVES WILL GO FREE.SENATORS AND STATE REPS.LEAVE US ALONE AND LET US TO OUR JOB.WHY FIX SOMETHING THAT (AINT BROKE) YOU HAVE MY PERMISION TO COPY AND QUOTE ME.CHARLES R.
